The Centre has announced new passport rules for the process to apply for passports and the changes will come into effect when it is released within the Gazette.
Updated Passport Rules: Birth Certificate Now Required for Applicants Born After This Date

The Central Government has announced key changes to the process for applying for Indian passport and has mandated birth certificates for people born after October 1st 2023. In the context of the Passports (Amendment) Rules, 2025, this update is designed to streamline the process of obtaining documents in addition to enhancing the credibility of birth certificates.
The change was announced to the Union Ministry of External Affairs on February 24, 2025 and will be effective once it is published officially by the Gazette.
Birth certificate rules for passports
In accordance with the updated passport regulations birth certificates from the Registry of Births and Deaths or an urban corporation, or any other agency pursuant to the Registration of Births and Deaths Act 1969 and will be recognized as proof of birth date for people born after or on October 1st 2023. The rule does not apply to individuals born prior to Oct. 1, 2023 and they may still present birth certificates and other important documents as necessary.
Documents that are valid for people born before October 1st, 2023
- School transfer, leave or class 10 certificate
- PAN cards issued provided by The Income Tax Department.
- Driving license
- Extract from the employment record of the applicant, only for federal employees.
- Voter ID card
- LIC Policy bond
Residence address: The residence address of the passport's holder will not appear on the final webpage of the passport. A barcode is going to be added to the document that will allow officials at immigration to locate details.
Eliminating parents parents' names: To prevent the unnecessary divulging of private data passports won't contain the names of the holder parents. This will help those living in households that are divided or having parents who are single.
